	BILL TEXT

AMENDED IN ASSEMBLY MARCH 15, 2016

INTRODUCED BY Assembly Member Wilk

                        FEBRUARY 16, 2016

An act to amend Sections 11343.5 and 26803.5 of the Government
Code, relating to regulations.

	LEGISLATIVE COUNSEL'S DIGEST

AB 2033, as amended, Wilk. Code of Regulations: distribution.
Existing law requires the State Printing Office to file one copy
of the published copies of the California Code of Regulations with
to the county clerk in each county, to be made
available for public inspection. Existing law authorizes the county
clerk to delegate, to the paid county law librarian or the librarian
in charge of the county law library, the duty of accepting and making
the regulations available, if certain conditions are met.
This bill would instead require the State Printing Office to file
the latest published copies of the California Code of Regulations
with the librarian in charge of the county library,
library or county law library, to be made
available for public inspection, and would make conforming changes.
Because this bill would impose new duties on local officials, it
would impose a state-mandated local program.
The California Constitution requires the state to reimburse local
agencies and school districts for certain costs mandated by the
state. Statutory provisions establish procedures for making that
reimbursement.
This bill would provide that, if the Commission on State Mandates
determines that the bill contains costs mandated by the state,
reimbursement for those costs shall be made pursuant to these
statutory provisions.
Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: yes.
