AB 1357, as amended, Quirk-Silva. Elementary and secondary education: school districts: local authority. School accountability: college and career readiness indicators: culminating performance assessment.
Existing law requires the State Board of Education to adopt evaluation rubrics for specified purposes relating to school accountability and requires the state board, as part of the evaluation rubrics, to adopt state and local indicators to measure school district and individual schoolsite performance in regard to each of the state priorities and standards for local educational agency and individual schoolsite performance and expectations for improvement, as provided.
Existing law requires the State Department of Education, in collaboration with, and subject to the approval of, the executive director of the state board, to develop and maintain the California School Dashboard, a web-based system for publicly reporting performance data on the state and local indicators included in the evaluation rubrics.
This bill would require the state board to consider adopting regulations, by January 1, 2025, to include the completion of a culminating performance assessment, such as a graduate pupil profile, capstone project, senior exhibition, or portfolio, that demonstrates competency in skills beyond core academic areas, as an accepted measure for the college or career readiness indicator for the California School Dashboard, as provided. To the extent any regulations adopted by the state board for these purposes would impose additional duties on local educational agencies, the bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

Existing law authorizes the governing board of a school district to initiate and carry on any program, activity, or to act in any manner that is not in conflict with or inconsistent with, or preempted by, any law and that is not in conflict with the purposes for which school districts are established.

This bill would make nonsubstantive changes to that provision.

The people of the State of California do enact as follows:


SECTION 1.

 Section 52064.6 is added to the Education Code, to read:

52064.6.
 (a) The state board shall consider adopting regulations, by January 1, 2025, to include the completion of a culminating performance assessment, such as a graduate pupil profile, capstone project, senior exhibition, or portfolio, that demonstrates competency in skills beyond core academic areas, as an accepted measure for the college or career readiness indicator for the California School Dashboard established pursuant to Section 52064.5.
(b) In considering the inclusion of a culminating performance assessment as an accepted measure for the college or career readiness indicator for the California School Dashboard pursuant to subdivision (a), the state board may wish to consider parameters that include, but are not limited to, the following criteria:
(1) Whether the culminating performance assessment, such as a graduate pupil profile, capstone project, senior exhibition, or portfolio, should be locally developed, and whether the development process should include collaborative input from pupils, teachers, and community stakeholders, such as parents, employers, and community-based nonprofit organizations.
(2) Whether the culminating performance assessment, such as a graduate pupil profile, capstone project, senior exhibition, or portfolio, should incorporate measures of soft skills in addition to traditional assessment measures.
(3) Whether the culminating performance assessment, such as a graduate pupil profile, capstone project, senior exhibition, or portfolio, should be submitted to the governing board or body of the local educational agency for review and approval before use.
(4) Whether all pupils enrolled at the local educational agency should be made aware of any requirements related to a culminating performance assessment, such as a graduate pupil profile, capstone project, senior exhibition, or portfolio, as part of their pupil orientation process and ongoing academic counseling.
(c) For purposes of this section, the following definitions apply:
(1) “Capstone project” means a multifaceted assignment that serves as a culminating academic experience for pupils.
(2) “Graduate pupil profile” means a document that a local educational agency uses to specify the cognitive, personal, and interpersonal competencies that pupils should have when they graduate.

SEC. 2.

 If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.
SECTION 1.Section 35160 of the Education Code is amended to read:
35160.

On and after January 1, 1976, the governing board of a school district may initiate and carry on any program, activity, or may otherwise act in a manner that is not in conflict with or inconsistent with, or preempted by, any law and that is not in conflict with the purposes for which school districts are established.
