An act to add Section 155.7 to the Streets and Highways Code, relating to transportation.

AB 1282, as introduced, Mullin. Transportation: task force: permit processing.
Existing law establishes the Department of Transportation and the California Transportation Commission and provides that the department has full possession and control of all state highways and all property and rights in property acquired for state highway purposes and authorizes and directs the department to lay out and construct all state highways between the termini designated by law and on the locations as determined by the commission.
This bill would establish a transportation permitting task force consisting of representatives from the department, the commission, state environmental permitting agencies, and other transportation planning entities to develop a process for early engagement for all parties in the development of transportation projects.

The people of the State of California do enact as follows:


SECTION 1.

 Section 155.7 is added to the Streets and Highways Code, to read:

155.7.
 There is hereby established in state government a transportation permitting task force consisting of representatives from the state environmental permitting agencies, the department, the commission, and other transportation planning entities to develop a process for early engagement of all parties in the development of transportation projects to reduce permit processing time, to establish reasonable deadlines for permit approvals, and to provide for greater certainty of permit approval requirements.
