AN ACT

 

establishing the interstate 19 expansion study committee.

Be it enacted by the Legislature of the State of Arizona:

Section 1. Interstate 19 expansion study committee; membership; duties; report; delayed repeal

A. The interstate 19 expansion study committee is established consisting of the following members:

1. Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party.  The president of the senate shall designate one of these members to serve as cochairperson of the committee.  Two of the members shall be the chairperson and the ranking minority member on the senate transportation and technology committee.

2. Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party.  The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the committee.  Two of the members shall be the chairperson and the ranking minority member on the house of representatives transportation committee.

3. The director of the department of transportation or the director's designee.

4. A member of the Santa Cruz county board of supervisors or the member's designee.

5. The chairperson of the greater Nogales Santa Cruz port authority or the chairperson's designee.

6. A person representing the Arizona-Mexico commission who is appointed by the governor.

7. One public member who is appointed by the governor.

B. The study committee shall:

1. Conduct hearings on and examine the following:

(a) The expansion of interstate 19 to three lanes in each direction.

(b) The feasibility of creating an interchange at the Ruby Road exit 12 of interstate 19.

(c) The establishment of frontage roads in each direction along interstate 19 from Ruby Road exit 12 to Rio Rico Drive exit 17 of interstate 19.

(d) Other issues that the study committee deems necessary relating to interstate 19 expansion.

2. On or before December 15, 2021, submit a report regarding the committee's activities and recommendations for administrative or legislative action to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

C. This section is repealed from and after September 30, 2022.
