Be it enacted by the Legislature of the State of Arizona:

Section 1.  Public assistance; transition plan; report; repeal

A.  The department of economic security shall develop a plan to transition able‑bodied adults off of public assistance and into the workforce. The plan may include applying for waivers from the federal government, seeking legislative changes and any programmatic changes the department can make administratively, in conjunction with other state agencies and through rulemaking.

B.  On or before March 30, 2016 and for three years thereafter, the department of economic security shall submit a report to the speaker of the house of representatives, the president of the senate and the governor and provide a copy to the secretary of state regarding the department's initial plan goals, the goals the department was able to meet in that year and any impediments the department has experienced in the implementation of the plan.
