Creating new House Rule 95d, relating to requiring five year projected fiscal analysis of any tax cut or increase to consideration in the House of Delegates.

Whereas, tax increases and reductions have an impact on the general revenue of the state; therefore, be it

Resolved by the House of Delegates:

That House Rules be amended by adding thereto a new rule, designated House Rule 95d, to read as follows:

Further Resolved, Prior to consideration by the House of any bill which proposes to reduce or increase any tax that will affect the general revenue of this state, shall first be referred by the Speaker to the Committee on Finance, and prior to its consideration, the Tax Department shall, in conjunction with any other applicable State agency, provide a fiscal analysis of the projected impact to the state budget for the immediate next five fiscal years upon implementation of all or any parts of the tax reduction or increase.
