A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §11-21-51b; and to amend said code by adding thereto a new section, designated §17A-3-25, all relating to requiring the Tax Commissioner to include a line item on all personal income tax returns giving taxpayers the option to make a donation to veterans; requiring the Commissioner of Motor Vehicles to include a line item on vehicle registration renewals giving applicants the option to make a donation to veterans; requiring the commissioners to transfer all collected funds to the Division of Veterans Affairs who shall distribute those funds to veterans’ groups; and requiring yearly reports.
Be it enacted by the Legislature of West Virginia:
CHAPTER 11. TAXATION.
ARTICLE 21. PERSONAL INCOME TAX.
§11-21-51b. Donations to veterans.
The Tax Commissioner shall include a line item on all personal income tax returns giving taxpayers the option to make a donation to veterans. The commissioner shall transfer all collected funds to the Division of Veterans Affairs who shall distribute those funds to veterans’ groups. The commissioner shall file a yearly report no later than June 30 of each year to the Legislature setting forth the amount of moneys transferred and the identity of the groups to whom the funds were transferred.
CHAPTER 17A. MOTOR VEHICLE ADMINISTRATION, REGISTRATION, CERTIFICATE OF TITLE, AND ANTITHEFT PROVISIONS.
ARTICLE 3. ORIGINAL AND RENEWAL OF REGISTRATION; ISSUANCE OF CERTIFICATES OF TITLE.
§17A-3-25. Donations to veterans.
The Commissioner of Motor Vehicles shall include a line item on all vehicle registration renewals giving applicants the option to make a donation to veterans. The commissioner shall transfer all collected funds to the Division of Veterans Affairs who shall distribute those funds to veterans’ groups. The commissioner shall file a yearly report no later than June 30 of each year to the Legislature setting forth the amount of moneys transferred and the identity of the groups to whom the funds were transferred.
NOTE: The purpose of this bill is to require the Tax Commissioner to include a line item on all personal income tax returns giving taxpayers the option to make a donation to veterans. The bill requires the Commissioner of the Division of Motor Vehicles to include a line item on all vehicle registrations giving applicants the option to make a donation to veterans. The bill requires the commissioners to transfer all collected funds to the Division of Veterans Affairs who shall distribute those funds to veterans’ groups. The bill requires yearly reports.
