The West Virginia Department of Education is unable to provide a cost estimate for the proposed legislation. The Department does not have data available to determine an estimated number of additional classroom teachers who would qualify for the $500 leave incentive bonus if allowed to exempt certain absences for approved religious reasons.
The West Virginia Department of Education is unable to provide a cost estimate for the proposed legislation. The Department does not have data available to determine an estimated number of additional classroom teachers who would qualify for the $500 leave incentive bonus if allowed to exempt certain absences for approved religious reasons.
While there would be an increase in cost to the State for each additional classroom teacher deemed to be eligible for the $500 attendance incentive bonus, insufficient data currently exists to be able to estimate the number of additional teachers who would qualify for the bonus as a result of approved religious exemptions. County boards of education do not track leave days taken in a way that would allow WVDE to separate out leave taken for religious purposes, nor are an individual's personal religious convictions a data set that is avaialble at the county or state level. The attendance incentive bonus for teachers is an annual appropriation request made by WVDE. If appropriated funds are insufficient to reimburse county boards of education for their bonus payments to qualified classroom teachers, WVDE must request additional funds in the following budget year. Any shortfalls in appropriations for a given school year compared to total bonuses paid to teachers in that school year will be a cost to the county boards of education until such time that additional appropriations are made available.
