Bill Title: Relating to the Energy Storage Procurement Act

A Bill to amend Code of WV, 1931, as amended, by adding thereto a new article 20-19-1, 20-19-2 and 20-19-3 all relating to energy storage. The legislation requires that on or before February 1, 2023, the West Virginia Division of Energy shall establish by rule, mechanisms for the procurement of energy storage systems by an electric utility. Because the West Virginia Division of Energy is now named the West Virginia Office of Energy, under the West Virginia Department of Economic Development, and is not, and was not, a part of the West Virginia Division of Natural Resources, an estimate of the fiscal impact cannot be calculated.
