Summary
The purpose of this bill is to modernize and streamline antiquated telecommunications regulation, including removing unnecessary preapproval requirements for telecommunications carriers and codifying that Internet Protocol-enabled services are unregulated competitive services for which traditional utility regulation is unnecessary, thus encouraging them to flourish in West Virginia.
