SENATE JOINT RESOLUTION NO. 129
Commending Brian Luciano.

WHEREAS, after a distinguished 27-year career, Brian Luciano retired as a master police officer with the Virginia Beach Police Department in February 2024; and

WHEREAS, Brian Luciano, known to friends and fellow officers as "Lucky," joined the Virginia Beach Police Department in February 1997; and

WHEREAS, over the course of his career, Brian Luciano served as a patrol officer for the Second Precinct; he promoted strong relationships built on trust and respect with members of the public as a community-oriented policing officer, worked day and night beats on the oceanfront, and served in operations and administration at the department headquarters; and

WHEREAS, Brian Luciano achieved certifications in motorcycle and all-terrain vehicle operations, highway interdiction, gang investigation, and crisis intervention; he mentored younger officers as a field trainer and a crisis intervention team trainer; and

WHEREAS, Brian Luciano also supported his fellow officers as a longtime member of the Virginia Beach Police Benevolent Association, including terms as vice president and president, and as vice president of Region 10 for the International Union of Police Associations; and

WHEREAS, in the course of his duties, Brian Luciano touched countless lives throughout Virginia Beach and served the community with the utmost dedication and professionalism; and

WHEREAS, among numerous awards and accolades, Brian Luciano earned four Virginia Beach Police Department Lifesaving Medals and four Virginia Beach Emergency Medical Services Lifesaving Awards, as well as one Service Medal, one Officer of the Quarter Award, three Class Act Awards, and 42 letters of appreciation or recognition; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Brian Luciano on the occasion of his retirement from the Virginia Beach Police Department; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Brian Luciano as an expression of the General Assembly's admiration for his achievements in service to the residents of Virginia Beach.
