WHEREAS, Jackie Baker, a member of the Youth Services Department at the Norfolk Redevelopment and Housing Authority, has devoted 32 years to ensuring brighter outcomes for Norfolk's youth; and
WHEREAS, as a youth program manager and in other capacities with the Youth Services Department at the Norfolk Redevelopment and Housing Authority (NRHA), Jackie Baker has worked tirelessly to create safe spaces for youth to collaborate and partner with others to enhance their communities; and
WHEREAS, Jackie Baker effectively utilized NRHA grant funding to provide under-resourced youth within each NRHA public housing community with valuable experiences and opportunities to which they may not otherwise have had access, greatly improving their chances for success; and
WHEREAS, Jackie Baker leveraged NRHA grant funds to help Norfolk youth attend business training classes and to create businesses within their NRHA public housing communities, instilling in countless young people the vision and drive needed for them to achieve their dreams; and
WHEREAS, alongside Julius Norman and various other NRHA staff members, Jackie Baker created the "College Here We Come" program for the benefit of NRHA youth, enabling disadvantaged students to spend their spring breaks on college campuses to better understand how to become well-rounded candidates for admittance to college; and
WHEREAS, Jackie Baker has been a persistent advocate for higher education throughout her career and was directly responsible for encouraging thousands of youth to attend and graduate from college, in large part through the college scholarship and internship experiences that she helped many secure; and
WHEREAS, in collaboration with NRHA staff, Jackie Baker founded NRHA's Youth Executive Council, providing youth in NRHA public housing communities a voice and the means to advocate for their interests and to make decisions impacting all youth in their communities; and
WHEREAS, through her steadfast efforts to help young people grow and excel as leaders, Jackie Baker has made Norfolk a better place to live, work, and raise a family; now, therefore, be it
RESOLVED by the House of Delegates, That Jackie Baker hereby be commended for her many years of service to the Norfolk Redevelopment and Housing Authority and the youth of Norfolk; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Jackie Baker as an expression of the House of Delegates' high esteem for her admirable contributions to Norfolk and the Commonwealth.
