WHEREAS, Gilbert S. McCutcheon, a retired federal employee who faithfully served the residents of Mount Vernon and Fairfax County for 18 years as a member of the Fairfax County Park Authority Board, died on December 28, 2011; and WHEREAS, a native of Illinois, Gilbert "Gil" McCutcheon graduated from Chester High School, studied engineering at Virginia Military Institute, received a bachelor's degree from the University of North Carolina-Chapel Hill, and studied personnel administration and labor relations at Columbia University; and WHEREAS, Gil McCutcheon worked as a collective bargaining agent for the State of New Jersey before he was appointed to the Commission for Conciliation at the United States Department of Labor; and WHEREAS, a skilled negotiator, Gil McCutcheon rose through the ranks, eventually working for the Federal Mediation and Conciliation Service, where he was involved in the passage of the historic Labor-Management Relations Act of 1947; and WHEREAS, upon retiring from federal service after 40 years of distinguished service, Gil McCutcheon immersed himself in community and civic affairs, serving as the Market Master for the Mount Vernon Farmers Market and as president of the Frying Pan Park Governing Board; and WHEREAS, appointed to the Fairfax County Park Authority Board in 1992, Gil McCutcheon served as vice-chair from 2000 until 2005, providing strong leadership and thoughtful direction to ensure that local residents had adequate green space in which to pursue recreational activities; and WHEREAS, Gil McCutcheon played a pivotal role in the acquisition of Lamond Community Park; oversaw renovations at the Mount Vernon RECenter; helped develop Laurel Hill, which had been part of the Lorton Reformatory; and worked alongside other residents and members to create the Mount Vernon Nights concert series; and WHEREAS, Gil McCutcheon was honored for his dedicated service with the Distinguished Volunteer Service Award from the Virginia Recreation and Park Society and the Lawrence V. Fowler Award from the Fairfax County Board of Supervisors; and WHEREAS, in 2010 Gil McCutcheon retired from the Fairfax County Park Authority Board at the age of 94; and WHEREAS, a remarkable gentleman, Gil McCutcheon served his community and country with great integrity, leaving behind work that will continue to serve the residents of Fairfax County, the Commonwealth, and the country for years to come; and WHEREAS, Gil McCutcheon will be fondly remembered and greatly missed by his wife, Frances; daughter, Bonnie; numerous other family members and friends; and the residents of Fairfax County; now, therefore, be it RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of an esteemed citizen of Fairfax County and the Commonwealth, Gilbert S. McCutcheon; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Gilbert S. McCutcheon as an expression of the General Assembly's respect for his memory. |
