Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 3.2-6538.1 as follows:

§3.2-6538.1. Governing body of any locality may restrict tethering of dogs.

The governing body of any locality may by ordinance restrict the tethering of a dog outdoors, including by limiting the maximum number of hours during which the dog may remain tethered. No such ordinance shall constitute a complete prohibition on tethering that provides the dog adequate space as defined in §3.2-6500.
