Be it enacted by the General Assembly of Virginia:

1. That §29.1-504 of the Code of Virginia is amended and reenacted as follows:

§29.1-504. Annual publication of laws and regulations.

A. All laws relating to hunting, fishing, and trapping, together with the regulations of the Board, of both general and local application, shall be published annually by the Department in a handbook or pamphlet. The courts of the Commonwealth shall take judicial notice of all laws and regulations contained in such publication.

B. The Department shall develop and publish in print or on its website or both and update on at least an annual basis a booklet intended for use by novice hunters that may be called "How to Hunt." Such booklet shall explain applicable federal, state, and local hunting laws and regulations according to the hunter's location, season, time of day, and weapon and other relevant factors as determined by the Department.
