Directs the Virginia Freedom of Information Advisory Council (Council) to study whether the Virginia Freedom of Information Act (FOIA), specifically §2.2-3703 of the Code of Virginia as it relates to the Virginia Parole Board, should be amended to eliminate the exemption for the Virginia Parole Board from FOIA.
