Summary
Small Business Innovation to Job Creation Act of 2010 - Authorizes the Administrator of the Small Business Administration (SBA) to make grants to small businesses to commercialize research developed by such businesses using funds received under the second phase of the Small Business Innovation Research Program (a program under which a portion of a federal agency's research and development effort is reserved for award to small businesses). Terminates the grant program at the end of FY2011.
