Summary

Directs the Department of Transportation (DOT) to establish the Balance Exchanges for Infrastructure Program to improve highway infrastructure development in the Appalachian region of the United States. DOT must incentivize certain states within the Appalachian region to use unobligated balances of funding to improve highway infrastructure in the region.
