Summary
Supporting Home Owner Rights Enforcement Act - Amends the Federal Power Act to direct the Federal Energy Regulatory Commission (FERC), when deciding whether to issue a hydropower project license, to give equal consideration to private landownership by any nonlicensee and private use of land. Requires a hydropower project licensee, in developing any recreational resource within the project boundary, to consider private landownership by any nonlicensee as a means to encourage and facilitate private investment and increased tourism and recreational use.
