Summary
Amends Rule X (Organization of Committees) of the Rules of the House of Representatives to abolish the Committee on Appropriations. Amends Rule XXI (Restrictions on Certain Bills) to allow to be reported in a general appropriation bill or as an amendment: (1) certain expenditures not previously authorized by law; (2) reappropriation of unexpended balances of appropriations; (3) provisions changing existing law; and (4) an amendment to such bill which is changing existing law.
