Summary
Amends the Reclamation States Emergency Drought Relief Act of 1991 to: (1) extend authority for the drought program under such Act through FY2018, (2) authorize appropriations for such Act through FY2018, and (3) require cooperative drought contingency plans under such Act to provide for periodic review to address projected long-term climate variability and change.
