Summary

Summitville Procurement Protection Act - Requires: (1) federal contractors and subcontractors to comply with procurement reporting requirements and transparency standards; and (2) federal contractors to submit to the agency that awarded the contract a report regarding all subcontracts awarded in the performance of the contract.Defines "procurement reporting requirements and transparency standards" to mean: (1) requirements to publicize proposed contracting opportunities, to select a contractor based on full and open competition, to report information on which the bidder or offeror received the contract award, and to disclose certain information to unsuccessful bidders or offerors; and (2) the ability to access a copy of the contract of the winning bidder or offeror.
