A BILL TO BE ENTITLED
 
AN ACT
  relating to a moratorium on certain election practices and
  procedures.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter E, Chapter 31, Election Code, is
  amended by adding Section 31.126 to read as follows:
         Sec. 31.126.  MORATORIUM ON CERTAIN ACTIONS BEFORE ELECTION
  DAY. (a) Notwithstanding any other law, any changes made by an
  election authority to a practice or procedure related to election
  administration or voter registration must be finalized not later
  than the 45th day before election day.
         (b)  Notwithstanding any other law, during the 45 days
  preceding election day:
               (1)  Deviations from the practices or procedures are
  presumptively invalid and subject to injunctive relief under
  Section 273.081, unless there is a declared state of disaster or
  emergency under Chapter 418 or Chapter 433 of the Government Code.
         (c)  The attorney general may obtain injunctive relief to
  enforce this section.
         SECTION 2.  This Act takes effect September 1, 2021.
