	H.R. No. 2438



	R E S O L U T I O N

	WHEREAS, Sibyl Clapham Westenhaver has been named the 2017
	Senior of the Year by the City of Katy; and
	WHEREAS, In 2006, Sybil Westenhaver began volunteering with
	the home-delivered meals initiative of the Society of St. Stephen
	through First United Methodist Church of Katy; she endeared herself
	to clients through her warmth and kindness, and she soon began
	taking on more responsibilities, including managing the Thursday
	drivers; eventually, she became the program's assistant
	coordinator, and she played a key role in merging the operation into
	Interfaith Ministries' Greater Houston Meals on Wheels initiative;
	and
	WHEREAS, Ms. Westenhaver also served on the Katy Senior
	Citizens Center Advisory Board for 11 years, alternating with other
	members in the roles of chair and secretary; in addition, she
	volunteered with Katy AARP as secretary for three years, and she was
	a hostess for the group as well; and
	WHEREAS, A native of western Oklahoma, Ms. Westenhaver
	attended Southwestern State College; she married her high school
	sweetheart, Nevin Westenhaver, in 1950, and they lived in
	California, Florida, Wyoming, and Michigan before settling in
	Boerne in 1975; following her husband's passing, she moved to Katy
	to be close to their two children and four grandchildren; and
	WHEREAS, Sybil Westenhaver has made a positive difference in
	her community through her dedication to helping others, and she has
	set an example of leadership and generosity to which all may aspire;
	now, therefore, be it
	RESOLVED, That the House of Representatives of the 85th Texas
	Legislature hereby congratulate Sibyl Westenhaver on her selection
	as the 2017 City of Katy Senior of the Year and extend to her sincere
	best wishes for the future; and, be it further
	RESOLVED, That an official copy of this resolution be
	prepared for Ms. Westenhaver as an expression of high regard by the
	Texas House of Representatives.
