A JOINT RESOLUTION
  proposing a constitutional amendment prohibiting any political
  subdivision of this state from imposing ad valorem taxes.
         BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Article VIII, Texas Constitution, is amended by
  adding Section 1-e-1 to read as follows:
         Sec. 1-e-1.  Notwithstanding any other law, beginning on
  January 1, 2014, a political subdivision of this state may not levy
  an ad valorem tax.
         SECTION 2.  This proposed constitutional amendment shall be
  submitted to the voters at an election to be held November 8, 2011.
  The ballot shall be printed to permit voting for or against the
  proposition: "The constitutional amendment to prohibit any
  political subdivision of this state from imposing ad valorem taxes
  beginning on January 1, 2014, in order that the legislature may
  enact a fairer system of fully funding political subdivisions of
  this state."
