| proposing a constitutional amendment prohibiting any political | ||
| subdivision of this state from imposing ad valorem taxes. | ||
| BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Article VIII, Texas Constitution, is amended by | ||
| adding Section 1-e-1 to read as follows: | ||
| Sec. 1-e-1. Notwithstanding any other law, beginning on | ||
| January 1, 2014, a political subdivision of this state may not levy | ||
| an ad valorem tax. | ||
| SECTION 2. This proposed constitutional amendment shall be | ||
| submitted to the voters at an election to be held November 8, 2011. | ||
| The ballot shall be printed to permit voting for or against the | ||
| proposition: "The constitutional amendment to prohibit any | ||
| political subdivision of this state from imposing ad valorem taxes | ||
| beginning on January 1, 2014, in order that the legislature may | ||
| enact a fairer system of fully funding political subdivisions of | ||
| this state." | ||
