| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | ||
| SECTION 1. Section 43.621(a), Parks and Wildlife Code, is | ||
| amended to read as follows: | ||
| (a) The department shall establish a program for the | ||
| issuance of permits under this subchapter. In accordance with that | ||
| program, the department shall [ |

| management of the wild mule deer population to each applicant who | ||
| satisfies the requirements for a permit. | ||
| SECTION 2. (a) The Parks and Wildlife Department shall adopt | ||
| rules to implement Section 43.621(a), Parks and Wildlife Code, as | ||
| amended by this Act, not later than May 1, 2018. | ||
| (b) A person is not required to hold a permit for the | ||
| management of the wild mule deer population as required under | ||
| Subchapter R-1, Chapter 43, Parks and Wildlife Code, before August | ||
| 1, 2018. | ||
| SECTION 3. This Act takes effect immediately if it receives | ||
| a vote of two-thirds of all the members elected to each house, as | ||
| provided by Section 39, Article III, Texas Constitution. If this | ||
| Act does not receive the vote necessary for immediate effect, this | ||
| Act takes effect September 1, 2017. | ||
