A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring the Parks and Wildlife Department to issue
  permits for the management of the wild mule deer population;
  requiring an occupational permit.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 43.621(a), Parks and Wildlife Code, is
  amended to read as follows:
         (a)  The department shall establish a program for the
  issuance of permits under this subchapter. In accordance with that
  program, the department shall [may] issue a permit for the
  management of the wild mule deer population to each applicant who
  satisfies the requirements for a permit.
         SECTION 2.  (a) The Parks and Wildlife Department shall adopt
  rules to implement Section 43.621(a), Parks and Wildlife Code, as
  amended by this Act, not later than May 1, 2018.
         (b)  A person is not required to hold a permit for the
  management of the wild mule deer population as required under
  Subchapter R-1, Chapter 43, Parks and Wildlife Code, before August
  1, 2018.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2017.
