Bill Title: As enacted, makes dependent children, who are four years of age whose parent was killed, died as direct result of injuries received or has been officially reported as being either a prisoner of war or missing in action while serving honorably as a member of the United States armed forces during a qualified period of armed conflict, or was formerly a prisoner of war or missing in action under such circumstances, eligible to attend pilot pre-kindergarten programs and requires licensed child care agencies to prioritize such children on any waiting list for admission; changes the date by which a child from a family that qualifies for free and reduced price lunch must be four years of age, in order to qualify for participation in the programs of community-based early childhood education and pre-kindergarten programs from September 30 to August 15. - Amends TCA Title 49 and Title 71.
