Bill Title: As introduced, allows employee of a state institution of higher education who also owns or has a substantial interest in a locally owned business to provide goods or services to other employees of the institution even if such employees receive reimbursement from the institution for the purchase of such goods or services. - Amends TCA Title 8; Title 12 and Title 49.
