Bill Title: As introduced, requires court hearing adoption to suspend proceeding if putative father or established father is served with notice of the adoption but does nothing until time court is scheduled to declare father in default; court to hold hearing within 30 days of date scheduled for adoption hearing to determine if there are grounds to terminate the parental rights of the father. - Amends TCA Title 36, Chapter 1, Part 1.
