As enacted, revises various provisions regarding utility districts, water systems and wastewater systems including provisions governing a required bond and annual audit; revises law regarding the filling of vacancies on the board of commissioners of a utility district and the filling of vacancies in the office of a utility district commissioner and removes certain exceptions to various requirements regarding utility districts. - Amends TCA Title 7, Chapter 82 and Title 68, Chapter 221, Part 10.
