Summary

Amend The South Carolina Code Of Laws By Amending Section 56-1-1020, Relating To The Definition Of The Term "habitual Offender" So As To Provide The Suspension Of A Person's Driver's License For Failure To Pay A Traffic Ticket Shall Not Constitute A Conviction Of An Offense That Would Result In The Person Being Considered An "habitual Offender".
