Require An Airport District Or Aviation Authority In This State That Owns An Off-street Parking Facility To Assess A Fifty Cent Surcharge On All Customers Using The Facility, And To Credit The Revenue To The State Highway Fund To Be Used Exclusively For Road And Bridge Repair And Improvement, And For Mass Transit Projects.
