| A RESOLUTION |
| |
1 | Providing for broadcasting of Senate floor activity. |
2 | WHEREAS, Broadcasting of Senate floor activity is in the |
3 | public interest; therefore be it |
4 | RESOLVED, That this resolution represent the ongoing |
5 | recommendations of the Committee on Management Operations as |
6 | heretofore submitted providing for broadcasting of sessions of |
7 | the Senate; and be it further |
8 | RESOLVED, That except as provided in this resolution, |
9 | filming, videotaping, televising or broadcasting of any session |
10 | of the Senate be prohibited and that violation of this |
11 | resolution be dealt with as the Committee on Rules and Executive |
12 | Nominations shall direct; and be it further |
13 | RESOLVED, That television and radio coverage of session |
14 | proceedings in the Senate Chamber be authorized on a continuing |
15 | basis; and be it further |
16 | RESOLVED, That coverage provide a complete unedited record of |
17 | what is said on the floor of the Senate, be an informative |
18 | documentary and not a staged performance, and be free from |

1 | commentary; and be it further |
2 | RESOLVED, That to the extent possible only the presiding |
3 | officer and the persons actually speaking be covered by the |
4 | cameras during the proceedings and debate; and be it further |
5 | RESOLVED, That, during roll call votes and other votes, the |
6 | cameras be focused on the presiding officer or the appropriate |
7 | clerks until the announcement of the vote tabulation by the |
8 | presiding officer; and be it further |
9 | RESOLVED, That during recesses of the Senate or when the |
10 | Senate is at ease, cameras shall be turned off; and be it |
11 | further |
12 | RESOLVED, That the Chief Clerk consult with the Secretary of |
13 | the Senate in developing, maintaining and enhancing television |
14 | and radio coverage; and be it further |
15 | RESOLVED, That the Chief Clerk be responsible for the |
16 | acquisition, installation and maintenance of equipment and for |
17 | the continued development and operation of the television |
18 | broadcast, including the hiring of the necessary personnel; and |
19 | be it further |
20 | RESOLVED, That all equipment be operated by Senate personnel |
21 | so that the Senate can more effectively supervise the broadcasts |
22 | and prevent disruption of the normal proceedings; and be it |
23 | further |
24 | RESOLVED, That any changes in the provisions established by |
25 | this resolution be made only by Senate resolution but that the |
26 | Committee on Management Operations have the continuing authority |
27 | to adopt regulations which do not contravene this resolution as |
28 | it deems necessary to ensure the proper availability of |
29 | television and radio coverage of Senate proceedings; and be it |
30 | further |

1 | RESOLVED, That continuous broadcast of the sessions of the |
2 | Senate be provided free of charge to any licensed television or |
3 | radio station or cable television outlet but that the Committee |
4 | on Management Operations may, however, authorize other entities, |
5 | such as government agencies and universities, to receive |
6 | broadcasts; and be it further |
7 | RESOLVED, That the Committee on Management Operations be |
8 | authorized to direct that a copyright application be filed with |
9 | the Register of Copyrights, Copyright Office, Library of |
10 | Congress, Washington, DC, to determine the subject matter of |
11 | activity in the Senate which may be protected by copyright laws |
12 | and copyrighted to the extent permitted by applicable law; and |
13 | be it further |
14 | RESOLVED, That no television or radio coverage be used or |
15 | made available for political or campaign purposes, whether in |
16 | paid political broadcasts or otherwise and that use of the |
17 | coverage so provided be subject to all Federal and State laws |
18 | relating to elections and campaign practices; and be it further |
19 | RESOLVED, That no part of such coverage or any recording |
20 | thereof be used in any commercial advertisement; and be it |
21 | further |
22 | RESOLVED, That any live coverage be without and presented |
23 | without any commercial sponsorship, except when it is part of a |
24 | bona fide news program, public affairs program or a show |
25 | produced with a legislative purpose by Senate employees for |
26 | members in their official capacity; and be it further |
27 | RESOLVED, That nothing in any contract entered into by the |
28 | Office of the Chief Clerk regarding installation or maintenance |
29 | of equipment shall permit any control over microphones in the |
30 | Senate Chamber to be exercised by anyone but the appropriate |

1 | Senate officers and employees; and be it further |
2 | RESOLVED, That the President pro tempore, any other presiding |
3 | officer and any member, officer or employee of the Senate be |
4 | prohibited from editing any portion of the broadcast and that |
5 | the President pro tempore or any other presiding officer be |
6 | prohibited from ordering, without consent of the Senate, that |
7 | any segment of a floor session not be broadcast or recorded; and |
8 | be it further |
9 | RESOLVED, That funding for the implementation and operation |
10 | of the broadcasting system be provided through such Senate |
11 | appropriations as are designated by the President pro tempore. |
