| A RESOLUTION |
| |
1 | Proclaiming the month of May 2011 as "National Drug Treatment |
2 | Court Month" in Pennsylvania. |
3 | WHEREAS, Drug treatment courts provide the focus and |
4 | leadership for communitywide, antidrug systems, bringing |
5 | together criminal justice, treatment, education and other |
6 | community partners in the fight against drug abuse and |
7 | criminality; and |
8 | WHEREAS, Drug treatment court programs combine intensive |
9 | judicial supervision, mandatory substance abuse treatment and |
10 | drug testing, escalating sanctions and incentives and offender |
11 | accountability in order to break the cycle of drug addiction, |
12 | reduce recidivism and promote public safety; and |
13 | WHEREAS, The judges, prosecutors, defense attorneys, |
14 | treatment professionals, law enforcement and corrections |
15 | personnel, researchers and educators, national and community |
16 | leaders and others dedicated to the movement have had a profound |

1 | impact through hard work and commitment to their communities; |
2 | and |
3 | WHEREAS, The drug treatment court movement has grown |
4 | nationwide from 12 courts in 1994 to more than 2,200 drug courts |
5 | that are in operation or in the planning stages; and |
6 | WHEREAS, The House of Representatives supports the monumental |
7 | accomplishments of the Philadelphia Treatment Court, the first |
8 | established in this Commonwealth in 1997, and to date, the |
9 | Philadelphia Treatment Court has accepted more than 2,800 |
10 | participants and credits 1,697 individuals with successfully |
11 | completing the intensive program; and |
12 | WHEREAS, The House of Representatives recognizes that the |
13 | Philadelphia Treatment Court has received the national |
14 | distinction as a Mentor Court from the United States Department |
15 | of Justice, 1 of only 30 mentor courts in the country; and |
16 | WHEREAS, The Philadelphia Treatment Court has hosted national |
17 | and international dignitaries, judges and court staff; therefore |
18 | be it |
19 | RESOLVED, That the House of Representatives proclaim the |
20 | month of May 2011 as "National Drug Treatment Court Month" in |
21 | Pennsylvania, recognizing the practitioners and participants who |
22 | make drug treatment courts work and the significant |
23 | contributions that drug treatment courts have made and continue |
24 | to make in reducing drug usage and crime. |
