| A RESOLUTION |
| |
1 | Supporting a renewed bipartisan effort of our elected officials |
2 | and the American people to address the national debt crisis |
3 | in order to avert the future national financial catastrophe |
4 | that threatens to adversely affect the lives, liberties and |
5 | happiness of future generations of Americans. |
6 | WHEREAS, For every generation of Americans, the trumpet |
7 | sounds a call for extraordinary feats to be accomplished and a |
8 | collective, unified effort to be exerted for a common good to be |
9 | shared by all current and future Americans; and |
10 | WHEREAS, This generation is likewise called to counter a |
11 | threat to the American democracy, prosperity and way of life, |
12 | that threat being the unmanageable and unsustainable national |
13 | debt; and |
14 | WHEREAS, The national debt is a growing problem that lacks a |
15 | single culprit and cannot be blamed on a single party, political |
16 | party or government program, but rather is the offspring of |
17 | successive administrations, congresses and other decision makers |
18 | of all parties, regions and eras; and |

1 | WHEREAS, At this writing, the current national debt is more |
2 | than $14 trillion and growing; and |
3 | WHEREAS, Currently, around 32%, or roughly $4.310 trillion, |
4 | of the national debt is owned by foreign entities; and |
5 | WHEREAS, The interest on the national debt is on pace to |
6 | surpass the amount of one-half trillion dollars per year in |
7 | addition to the principal; and |
8 | WHEREAS, All levels of government need to adopt, implement |
9 | and enforce fiscally responsible methods of government spending; |
10 | and |
11 | WHEREAS, A solution to this crisis should involve and affect |
12 | all Americans as our interest in sustainable self-governance is |
13 | shared by all; and |
14 | WHEREAS, One example of such an all-American solution would |
15 | be to reform the Federal Tax Code, eliminating loopholes and |
16 | simplifying the system for all taxpayers; and |
17 | WHEREAS, The costs of the past should not unduly burden |
18 | future generations; and |
19 | WHEREAS, It is our sacred responsibility, as it was our |
20 | forefathers', to enact creative and determined solutions that |
21 | alleviate the stressors that threaten the future so that our |
22 | children and grandchildren can have an adequate quality of life |
23 | free from the burdens and constraints of our own lack of courage |
24 | and indecision; and |
25 | WHEREAS, Americans expect and deserve leaders who are willing |
26 | to pull together, not apart, and to make difficult but necessary |
27 | long-term decisions that ensure the vitality and prosperity that |
28 | are inherent in the hope for a better tomorrow; and |
29 | WHEREAS, As President Kennedy once stated on the essential |
30 | nature of nonpartisanship to certain problems: "Let us not seek |

1 | the Republican answer or the Democratic answer, but the right |
2 | answer"; and |
3 | WHEREAS, As President Reagan warned of the dangers of |
4 | postponing responsibility: "To sit back hoping that someday, |
5 | someway, someone will make things right is to go on feeding the |
6 | crocodile, hoping he will eat you last—and eat you he will"; and |
7 | WHEREAS, The future of our nation, the Commonwealth of |
8 | Pennsylvania and our families depends on our actions to address |
9 | the debt crisis and our work, however unpopular, toward a shared |
10 | and sustainable solution; therefore be it |
11 | RESOLVED, That the House of Representatives of the |
12 | Commonwealth of Pennsylvania support a renewed bipartisan effort |
13 | of our elected officials and the American people to address the |
14 | national debt crisis in order to avert the future national |
15 | financial catastrophe that threatens to adversely affect the |
16 | lives, liberties and happiness of future generations of |
17 | Americans; and be it further |
18 | RESOLVED, That the House of Representatives of the |
19 | Commonwealth of Pennsylvania urge the President of the United |
20 | States and the Congress of the United States to create a bond |
21 | program similar to the Liberty and War Bonds of the previous |
22 | century with the express intent to pay down the national debt; |
23 | and be it further |
24 | RESOLVED, That a copy of this resolution be transmitted to |
25 | the presiding officers of each house of Congress and to each |
26 | member of Congress from Pennsylvania. |
