                             SUMMARY

  Appropriates moneys from General Fund to Secretary of State for
certain biennial expenses.
  Limits certain biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts, but excluding lottery
funds and federal funds, collected or received by Secretary of
State.
  Limits certain biennial expenditures by Secretary of State from
federal funds.
  Declares emergency, effective July 1, 2013.

                        A BILL FOR AN ACT
Relating to the financial administration of the Secretary of
  State; appropriating money; limiting expenditures; and
  declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There are appropriated to the Secretary of
State, for the biennium beginning July 1, 2013, out of the
General Fund, the following amounts, for the following
purposes: + }

expenditures, the amount of $7,740,353 is established for the
biennium beginning July 1, 2013, as the maximum limit for payment
of expenses from federal funds collected or received by the

preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect July 1,
