76th OREGON LEGISLATIVE ASSEMBLY--2011 Regular Session Enrolled House Joint Memorial 26 Sponsored by COMMITTEE ON RULES To the United States Secretary of Veterans Affairs: We, your memorialists, the Seventy-sixth Legislative Assembly of the State of Oregon, in legislative session assembled, respectfully represent as follows: Whereas the United States Department of Veterans Affairs is studying options to change the current structure of veterans' health care provided by the Roseburg VA Medical Center in Roseburg, Oregon; and Whereas options under consideration include downsizing and outsourcing certain medical services that are vital to veterans in this state; and Whereas a reduction in services will strain local medical service providers and require rural veterans to travel a significant distance to receive health care at the overpopulated Portland VA Medical Center; and Whereas the Roseburg VA Medical Center provides comprehensive care to more than 62,000 veterans who reside in central and southern Oregon; and Whereas the Roseburg VA Medical Center campus consists of more than 200 acres and 32 different health care facilities, providing veterans with primary health care, surgical care, mental health treatment and long term care; and Whereas the Roseburg VA Medical Center, which is the fourth largest employer in Douglas County, is the only VA medical center between Portland, Oregon, and San Francisco, California; and Whereas the entire Roseburg community has been working to provide an Oregon Veterans' Home on the Roseburg VA Medical Center property; and Whereas the location of the Oregon Veterans' Home in Roseburg was approved by the state, in part, due to its proximity to the medical services available at the Roseburg VA Medical Center; now, therefore, Be It Resolved by the Legislative Assembly of the State of Oregon: That we, the members of the Seventy-sixth Legislative Assembly, respectfully urge the United States Department of Veterans Affairs to ensure that community health needs are appropriately met through the Roseburg VA Medical Center and encourage the establishment of a full Level II hospital in Roseburg, Oregon; and be it further Resolved, That a copy of this memorial shall be sent to the United States Secretary of Veterans Affairs and to each member of the Oregon Congressional Delegation. ---------- Enrolled House Joint Memorial 26 (HJM 26-INTRO) Page 1 Adopted by House May 23, 2011 ---------------------------------- Ramona Kenady Line, Chief Clerk of House ---------------------------------- Bruce Hanna, Speaker of House ---------------------------------- Arnie Roblan, Speaker of House Adopted by Senate June 13, 2011 ---------------------------------- Peter Courtney, President of Senate Enrolled House Joint Memorial 26 (HJM 26-INTRO) Page 2
