76th OREGON LEGISLATIVE ASSEMBLY--2011 Regular Session Enrolled House Concurrent Resolution 31 Sponsored by Representatives OLSON, CONGER, MCLANE Whereas Oregon State Police Sergeant James D. Rector was born December 17, 1950, to James Sr. and Rozella Rector, in Bend; and Whereas Sergeant Rector graduated from Bend High School in 1969; and Whereas shortly after graduation Sergeant Rector joined the United States Army and served until 1972; and Whereas Sergeant Rector was a Vietnam War veteran; and Whereas Sergeant Rector married his wife, Carol, in 1969 and had two sons, Scott and David; and Whereas Sergeant Rector was a loyal and loving husband and father and an active member of the community; and Whereas Sergeant Rector entered the Oregon State Police Recruit School in late 1973 and, upon graduation, was assigned to the Klamath Falls area and was transferred two years later to serve the Gilchrist-Crescent area; and Whereas Sergeant Rector worked with Neighborhood Watch groups and was the Drug Abuse Resistance Education (DARE) officer in the local school; and Whereas Sergeant Rector was named Klamath County State Police Officer of the Year in 1995 and received the Oregon Police Officer Medal of Honor; and Whereas Sergeant Rector survived five shoot-outs and two bullet wounds during his 24-year career; and Whereas Sergeant Rector was killed in the line of duty, along with Oregon State Police Trooper Scott A. Lyons, on September 2, 1997, in a traffic accident while on routine patrol west of Crescent on U.S. Highway 97; now, therefore, Be It Resolved by the Legislative Assembly of the State of Oregon: That we, the members of the Seventy-sixth Legislative Assembly, recognize and honor Sergeant James D.
