                             SUMMARY

  Appropriates moneys from General Fund to Oregon Department of
Administrative Services for certain biennial expenses.
  Limits certain biennial expenditures from fees, moneys or other
revenues, including Miscellaneous Receipts { +  and certain
federal funds + }, but excluding lottery funds and  { + other + }
federal funds, collected or received by department.
  Limits biennial expenditures by department from certain lottery
moneys.
  Authorizes specified nonlimited expenditures.

                        A BILL FOR AN ACT
Relating to the financial administration of the Oregon Department
  of Administrative Services; appropriating money; limiting
  expenditures; and declaring an emergency.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + There are appropriated to the Oregon Department
of Administrative Services, for the biennium beginning July 1,
2013, out of the General Fund, the following amounts, for the

expenditures, the following amounts are established for the
biennium beginning July 1, 2013, as the maximum limits for
payment of expenses from fees, moneys or other revenues,
including Miscellaneous Receipts and federal funds received from
charges, but excluding lottery funds and federal funds not
described in this section, collected or received by the Oregon
Department of Administrative Services, for the following

  SECTION 3.  { + Notwithstanding any other law limiting
expenditures, the amount of $8,892,390 is established for the
biennium beginning July 1, 2013, as the maximum limit for payment
of expenses by the Oregon Department of Administrative Services
from lottery moneys allocated from the Administrative Services
Economic Development Fund for debt service and related costs for
bonds issued in previous biennia. + }
  SECTION 4.  { + Notwithstanding any other law limiting
expenditures, the amount of $3,648,000 is established for the
biennium beginning July 1, 2013, as the maximum limit for payment
of expenses to support the county fairs in this state from
lottery moneys allocated from the Administrative Services
Economic Development Fund to the Oregon Department of
Administrative Services that are deposited in the County Fair
Account established under ORS 565.445. + }
  SECTION 5.  { + For the biennium beginning July 1, 2013, the
following expenditures by the Oregon Department of Administrative
Services are not limited:
  (1) Expenditures from the Insurance Fund for acquiring and
purchasing insurance or reinsurance, allocating and collecting
premiums and paying claims for coverage pursuant to statutory
authority.
  (2) Expenditures from the Mass Transit Assistance Account for
payments described in ORS 291.407 to mass transit districts,
transportation districts and service districts. + }
  SECTION 6.  { + Notwithstanding any other law limiting
expenditures, the limitation on expenditures established at the
December 2012 Emergency Board meeting, for the biennium beginning
July 1, 2011, as the maximum limit for payment of expenses from
the Shared Services Fund is increased by $133,208. + }
  SECTION 7.  { + Notwithstanding any other law limiting
expenditures, the limitation on expenditures established by
section 2 (1), chapter 571, Oregon Laws 2011, for the biennium
beginning July 1, 2011, as the maximum limit for payment of
expenses from fees, moneys or other revenues, including
Miscellaneous Receipts, but excluding lottery funds and federal
funds, collected or received by the Oregon Department of
Administrative Services is decreased by $1,821,673 for
termination of the Oregon Procurement Information Network 2.0
system contract. + }
  SECTION 8.  { + This 2013 Act being necessary for the immediate
preservation of the public peace, health and safety, an emergency
is declared to exist, and this 2013 Act takes effect on its
passage. + }
