                             SUMMARY

The following summary is not prepared by the sponsors of the
measure and is not a part of the body thereof subject to
consideration by the Legislative Assembly. It is an editor's
brief statement of the essential features of the measure as
introduced.

  Establishes grant program for purpose of improving development
of students' skills in mathematics and English.  Requires school
district that receives grant to offer full-day kindergarten
program and minimum number of instructional days for kindergarten
through grade three.

                        A BILL FOR AN ACT
Relating to student achievement.
Be It Enacted by the People of the State of Oregon:
  SECTION 1.  { + Section 2 of this 2011 Act is added to and made
a part of ORS chapter 327. + }
  SECTION 2.  { + (1) In addition to moneys distributed through
the State School Fund and grants awarded to increase student
achievement under ORS 327.297, the Department of Education shall
award grants to school districts for the purpose of improving the
development of students' skills in mathematics and English.
  (2)(a) A school district that receives a grant under this
section must:
  (A) Offer a full-day kindergarten program at all of the schools
of the school district that provide kindergarten; and
  (B) For kindergarten through grade three, provide at least 200
instructional days in the school year, or an equivalent number of
instructional days in the school year if the school district has
a four-day school week.
  (b) For the purpose of this subsection, the State Board of
Education shall adopt by rule the standards for an instructional
day. The standards may require different minimum and maximum
numbers of hours in an instructional day according to:
  (A) The grade level of the student.
  (B) Whether the school district has a four-day school week or a
five-day school week.
  (3) Each school district may apply to the Department of
Education for a grant under this section. The department shall
review and approve applications based on criteria established by
the State Board of Education by rule. + }
