  On page 1 of the printed A-engrossed bill, line 2, delete '
appropriating money;' and insert 'creating new provisions;
amending ORS 342.123;'.
  On page 2, delete lines 38 through 45.
  On page 3, delete lines 1 through 11 and insert:
  '  { +  SECTION 2. + }  { + Section 1 of this 2011 Act is
repealed on the date of the convening of the 2012 regular session
of the Legislative Assembly as specified in ORS 171.010. + }
  '  { +  SECTION 3. + } ORS 342.123 is amended to read:
  ' 342.123.  { + (1) + } In addition to and not in lieu of any
other law or rule or standard established by the Teacher
Standards and Practices Commission, the commission shall require
an applicant for a first-time license or registration issued by
the commission to demonstrate knowledge of:
  '  { - (1) - }   { + (a) + } Title VI of the Civil Rights Act
of 1964, Title IX of the Education Amendments of 1972, and other
relevant federal and state statutes prohibiting discrimination;
and
  '  { - (2) - }   { + (b) + } Ethical standards of professional
conduct for licensees and registrants, as determined by the
commission.
  '  { +  (2) The requirements of this section do not apply to an
applicant who is present in the United States on a nonimmigrant
visa. + } ' .
  In line 12, delete '5' and insert '4'.
