It is an editor's brief statement of the essential features of the measure as introduced. States nonexclusive list of personnel actions for which Superintendent of State Police shall adopt rules. Declares emergency, effective on passage. A BILL FOR AN ACT Relating to personnel actions with respect to members of the state police; amending ORS 181.280; and declaring an emergency. Be It Enacted by the People of the State of Oregon: SECTION 1. ORS 181.280 is amended to read: 181.280. The Superintendent of State Police shall: (1) Provide the necessary preliminary and subsequent instruction to recruits and troopers as to their duties as police officers of the state. (2) { - Make rules and regulations - } { + Adopt rules + } for the discipline and control of the state police { + , including rules that establish standards and procedures for, without limitation, such personnel actions as reassignment, noneconomic and economic sanctions, suspension with or without pay, demotion in lieu of removal and removal + }. SECTION 2. { + This 2013 Act being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist, and this 2013 Act takes effect on its passage. + } ----------
