A BILL
To require aggregate General Revenue Fund 1
appropriations for state agencies to be reduced by 2
specified amounts for the biennium beginning July 3
1, 2013, and ending on June 30, 2015.4


BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:

       Section 1. Notwithstanding the sections of the main operating 5
appropriations act of the 130th General Assembly numbered in the 6
200s, 300s, or 400s, aggregate General Revenue Fund appropriations 7
for each applicable agency or group of agencies in fiscal years 8
2014 and 2015 shall be reduced by the amounts specified below. Not 9
later than July 15 of each fiscal year, the Director of Budget and 10
Management shall determine the amount of the reductions to 11
individual General Revenue Fund appropriation items in a manner 12
that best preserves the critical services of the state, provided 13
that the aggregate amount of the reductions for each agency or 14
group of agencies is not less than the amount specified below. As 15
used in this section, "human services agencies" means the 16
departments of Developmental Disabilities, Job and Family 17
Services, Medicaid, and Mental Health and Addiction Services. 18
