        Introduced  by  Sen.  CLEARE -- read twice and ordered printed, and when
          printed to be committed to the Committee on Housing, Construction  and
          Community Development

        AN  ACT  to  amend the public housing law, in relation to establishing a
          housing succession rights task force; and providing for the repeal  of
          such provisions upon expiration thereof

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The public housing law is amended by adding a  new  section
     2  20-a to read as follows:
     3    §  20-a.  Housing  succession  rights  task  force. 1. There is hereby
     4  established within the division of housing and community renewal a hous-
     5  ing succession rights task force which shall meet at least once annually
     6  in different geographical areas of  the  state.  All  members  shall  be
     7  provided  with  notice  reasonably in advance of each meeting with date,
     8  time and location of such meeting. Task force members may use  videocon-
     9  ferencing for attendance and participation. The task force shall consist
    10  of  ten  members  and  shall  include representatives from the following
    11  state agencies: the division  of  housing  and  community  renewal,  the
    12  office  for  the  aging, the department of economic development, and the
    13  New York city department of housing preservation and development. Of the
    14  six remaining members, two shall be appointed  by  the  speaker  of  the
    15  assembly,  two  shall  be  appointed  by  the temporary president of the
    16  senate, one shall be appointed by the minority leader  of  the  assembly
    17  and  one  shall  be  appointed by the minority leader of the senate, and
    18  shall broadly represent housing groups from all geographic areas of  the
    19  state including service providers, associations, advocates, proprietors,
    20  and  residents  of rent stabilized, public housing and city or municipal
    21  owned  buildings.  Members  shall  receive  no  compensation  for  their
    22  services  but shall be reimbursed for travel and other expenses actually
    23  and necessarily incurred in the performance of their  duties.  The  task
    24  force  shall  be  chaired by the commissioner of the division of housing
    25  and community renewal. The task force is responsible  for  conducting  a
    26  state-wide study of succession rights in rent stabilized, public housing

     1  and  city or municipal owned buildings. The study shall include, but not
     2  be limited to, a review of the current approaches to  succession  rights
     3  being  implemented  in  New  York  city  and other municipalities in the
     4  state,  the impact of such approaches and alternative options for handl-
     5  ing such succession rights.
     6    2. The task force shall issue a report by the first of January  second
     7  succeeding  the  effective  date of this section, outlining its findings
     8  and recommendations. The report shall be delivered to the governor,  the
     9  speaker  of  the  assembly,  the  temporary president of the senate, the
    10  chairperson of the housing committee in the  assembly,  and  the  chair-
    11  person of the housing committee in the senate.
    12    §  2.  This  act shall take effect on the ninetieth day after it shall
    13  have become a law and shall expire and be deemed repealed on  the  first
    14  of January third succeeding such date.
