       Introduced  by  Sen. ADDABBO -- read twice and ordered printed, and when
         printed to be committed to the Committee on Health
       AN ACT to amend the public health law, in relation to  allowing  certain
         lactation consultants to purchase hypodermic syringes
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. Section 3381 of the public health law is amended by  adding
    2  a new subdivision 1-a to read as follows:
    3    1-A. IT SHALL BE UNLAWFUL FOR ANY PERSON TO SELL OR FURNISH TO ANOTHER
    4  PERSON OR PERSONS, A HYPODERMIC SYRINGE, UNLESS SUCH PERSON IS SPECIFIED
    5  IN  SUBDIVISION  ONE OF THIS SECTION, EXCEPT TO A BOARD CERTIFIED LACTA-
    6  TION CONSULTANT, CERTIFIED  BY  THE  INTERNATIONAL  BOARD  OF  LACTATION
    7  CONSULTANT EXAMINERS.
    8    S 2. This act shall take effect immediately.
