         printed to be committed to the Committee on Education
       AN ACT in relation to  candidates  for  certificates  in  the  classroom
         teaching service
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. 1. No candidate for a certificate in the classroom teaching
    2  service shall be  required  to  have  achieved  satisfactory  levels  of
    3  performance  on  the edTPA portion of the New York State teacher certif-
    4  icate examinations until July 1, 2015.
    5    2. For candidates that have not received an initial certificate in the
    6  classroom teaching service  by  April  30,  2014,  the  state  education
    7  department shall require that such candidate achieve satisfactory levels
    8  of  performance  on  the elementary and secondary assessment of teaching
    9  skills-written  test;  academic  literary  skills  test;  educating  all
   10  students  test;  and  the  content  specialty  test.  Provided  that the
   11  requirements of this subdivision shall not apply after July 1, 2015.
   12    3. Any candidate for a certificate in the classroom  teaching  service
   13  that has achieved a satisfactory level of performance on the edTPA shall
   14  be  deemed  to have met the requirements of the elementary and secondary
   15  assessment of teaching skills-written test pursuant to  subdivision  two
   16  of this section.
   17    4.  The  state education department is authorized and required to take
   18  all necessary actions to expeditiously establish new test dates for  the
   19  elementary and secondary assessment of teaching skills-written test.
   20    S  2.  This  act  shall take effect immediately and shall be deemed to
   21  have been in full force and effect on and after April 1, 2014.
