Bill Title: Directs the office of mental health, in consultation and cooperation with the education department, to establish the urban youth gun violence reduction pilot program and appropriates $12,000,000 therefor; provides for the implementation of such program within 24 schools in 5 school districts in the state; provides each such school shall have an additional social worker; requires youth mental health first aid training be provided to teachers, professionals and after care workers in such schools; provides for the establishment of mental health curriculum in such schools.

STATE OF NEW YORK ________________________________________________________________________ 6912 IN SENATE March 4, 2016 ___________ Introduced by Sen. HAMILTON -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the mental hygiene law and the education law, in relation to establishing the Carey Gabay urban youth gun violence reduction pilot program; making an appropriation therefor; and provid- ing for the repeal of certain provisions upon expiration thereof The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. This act shall be known and may be cited as the "Carey 2 Gabay urban youth gun violence reduction pilot program". 3 § 2. Title B of the mental hygiene law is amended by adding a new 4 article 11 to read as follows: 5 ARTICLE 11 6 CAREY GABAY 7 URBAN YOUTH GUN VIOLENCE 8 REDUCTION PILOT PROGRAM 9 Section 11.01 Definitions. 10 11.03 Establishment. 11 11.05 Social worker services. 12 11.07 Youth mental health first aid training. 13 11.09 Mental health curriculums. 14 § 11.01 Definitions. 15 As used in this article: 16 (a) "Gun violence" means physical injuries and deaths caused by the 17 use of firearms. 18 (b) "Mental health first aid" means the recognition of the symptoms of 19 common mental illnesses and chemical dependency; the safe de-escalation 20 of crisis situations; and the initiation of timely referral of appropri- 21 ate students to mental health and chemical dependency resources within 22 the community. 23 (c) "Program" means the Carey Gabay urban youth gun violence reduction 24 pilot program established in section 11.03 of this article. 25 § 11.03 Establishment.
