        Introduced  by  Sen.  LITTLE -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
        AN ACT to repeal certain provisions of the arts and cultural affairs law
          relating to establishing the Edward Hopper citation of merit for visu-
          al artists; and to establish the Edward Hopper citation of  merit  for
          visual artists
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
     1    Section 1. Section 3.17 of the  arts  and  cultural  affairs  law,  is
     2  REPEALED.
     3    § 2. Edward Hopper citation of merit for visual artists. 1. The gover-
     4  nor  shall present the New York state Edward Hopper citation of merit to
     5  a distinguished New York visual  artist  who  is  making  a  significant
     6  contribution  to  the advancement of the arts in New York state upon the
     7  recommendation of the panel constituted in this  section.  The  citation
     8  shall carry an honorarium of five thousand dollars.
     9    2. The council on the arts shall appoint and convene an advisory panel
    10  of distinguished visual artists and persons with particular expertise in
    11  the  field  of  visual art. The director of the council and the artistic
    12  director of the Edward Hopper house shall be  members  of  the  advisory
    13  panel.
    14    The  panel  shall  recommend  to  the  governor  a visual artist whose
    15  achievements make him or her deserving of such recognition.
    16    3. The visual artist selected shall promote and encourage  the  visual
    17  arts  within  the  state  and  shall give two public showings within the
    18  state, one of which shall be held at the Edward Hopper house art  center
    19  in  the  village of Nyack. Upon completion of the exhibits, each gallery
    20  shall be reimbursed for administrative fees not to exceed  two  thousand
    21  five hundred dollars.
    22    4.  The council on the arts shall establish such procedures and guide-
    23  lines as are necessary to effect the provisions of this section.
    24    5. This citation of merit shall be first awarded during the 2017  year
    25  and shall be continued at the discretion of the council on the arts.
    26    § 3. This act shall take effect immediately.
