PARKER, JORDAN -- read twice and ordered printed, and when printed to be committed to the Committee on Budget and Reven- ue -- reported favorably from said committee, ordered to first and second report, ordered to a third reading, passed by Senate and deliv- ered to the Assembly, recalled, vote reconsidered, restored to third reading, amended and ordered reprinted, retaining its place in the order of third reading AN ACT to amend the tax law, in relation to authorizing a tax check-off for the state library system The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The tax law is amended by adding a new section 630-i to 2 read as follows: 3 § 630-i. Gifts for the state library system. Effective for any tax 4 year commencing on or after January first, two thousand twenty-two, an 5 individual in any taxable year may elect to contribute to the state 6 library aid program for financial support for public libraries and 7 library systems, reference and research library resource systems, the 8 New York public research libraries, the Schomburg collection and the 9 library for the blind and visually handicapped, or for any other 10 library, library system or purpose enumerated in section two hundred 11 seventy-three of the education law. Such contribution shall be in any 12 whole dollar amount and shall not reduce the amount of state tax owed by 13 such individual. The commissioner shall include space on the personal 14 income tax return to enable a taxpayer to make such contribution. 15 Notwithstanding any other provision of law all revenues collected pursu- 16 ant to this section shall be credited to the state library aid program 17 and shall be used in addition to, not to supplant, existing funding 18 under the state library aid program and used for only those purposes 19 enumerated in section two hundred seventy-three of the education law. 20 § 2.
